How Ukrainians Use Their Right to Petition the Government?

Right to petition is guaranteed by Article 40 of Constitution of Ukraine. Petitions include appeals, complaints and proposals.


Stats were provided by 53 central government institutions, 25 regional state administrations, City Councils of 22 regional centers, Kyiv and Sevastopol.

The research revealed the lack of uniform statistical reports on citizens’ petitions and different approach across the institutions.

The research was conducted at the beginning of 2012 within the monitoring of observance of constitutional freedoms in Ukraine; it was supported by the International Renaissance Foundation.
